Job Title: Construction Administrator (CM-CA) – Electronic Health Record Modernization (EHRM) Project

Location: Olin E. Teague Veterans Affairs Medical Center, 1901 Veterans Memorial Dr., Temple, TX 76504

Employment Type: Full-Time, ON-SITE

Overview:

SteerBridge Strategies, LLC, a mission-driven Service-Disabled Veteran-Owned Small Business (SDVOSB), is seeking an experienced Construction Administrator (CM-CA) to support the Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM). This position is part of a strategic effort to provide professional construction support services for the Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Olin E. Teague VAMC in Temple, Texas. This work is performed under the CFM Indefinite Delivery/Indefinite Quantity (IDIQ) contract and supports the VA’s expansion of its contract management oversight capabilities.

Key Responsibilities:

• Provide comprehensive Construction Management (CM) and Construction Administration (CA) services.
• Support project engineering, planning, scheduling, safety compliance reviews, and cost estimating.
• Assist with change management documentation and oversight of contractor adherence to project specifications.
• Monitor construction quality assurance and perform constructability reviews.
• Assess daily work performance, review weekly and monthly project reports.
• Evaluate change order proposals and schedule compliance.
• Support the development and adherence to integrated master schedules.
• Maintain professional communications and coordination across project teams.

Qualifications:

• Bachelor’s degree from an accredited institution preferred; a minimum of three (3) years of relevant construction experience may substitute for formal education.
• Proven knowledge of general and subcontractor construction site operations.
• Demonstrated ability to manage building construction activities aligned with plans for quality assurance, safety, time, cost, change, and information management.
• Experience with reviewing construction documents and identifying discrepancies.
• Familiarity with construction schedules and assessment of acceptable work-in-place.
• Strong communication, language, and computer skills, including the use of project management and construction monitoring software.
• Must provide a detailed professional dossier and present at least three relevant projects of similar scale and complexity.

This is an on-site role located at the Olin E. Teague Veterans Affairs Medical Center in Temple, Texas.
