JOB TITLE:  Risk Management and Human Resources Supervisor

 

E-470 OVERVIEW:

E-470 Public Highway Authority is a dynamic public agency managing the 47-mile toll facility on the eastern perimeter of the Denver Metro area. The E-470 serves its customers as well as provides back-office tolling services for all other toll facilities in the State of Colorado. E-470 strives to provide top-notch customer service, improve safety, and save time for our drivers while being Colorado’s one-stop shop for tolling services.

JOB FUNCTION:

The Risk Management and Human Resources Supervisor will support the development, execution, and enhancement of internal controls within Human Resources. The role will be responsible for assessing and mitigating organizational risks while also supporting human resources functions. This hybrid role combines the strategic oversight of risk management with the practical aspects of HR administration. The ideal candidate will possess strong analytical skills, a deep understanding of HR processes, and the ability to identify potential risks to ensure compliance and operational continuity.

RESPONSIBILTIES:  

Risk Management: 

• Leads the development and delivery of risk, safety, and insurance programs for the Authority. 

• Support the execution of insurance strategies across the Authority (property, liability, cyber, workers’ comp, etc.)

• Support Procurement with a review of insurance policies, including negotiating coverage and premiums. 

• Lead risk management initiatives, ensuring our risk programs align with business growth. 

• Collaborate with executive leadership to refine and champion our long-term safety vision.

• Develop and implement a comprehensive, forward-looking safety strategy that aligns with company goals.

• Provide subject matter expertise and consultation related to insurance and risk management services. Manage the certificate of insurance request process to facilitate third-party receipt of the Authority’s evidence of insurance and receipt of incoming certificates of insurance. 

• Verify compliance with insurance requirements in Authority contracts and agreements, ensuring appropriate coverage and limits, additional insured language, and effective dates.

• Assist with follow-up on recommendations made by insurance carriers or brokers to prevent or minimize losses.

• Analyze and evaluate potential risks that could impact the organization’s operations, reputation, or financial standing.

• Develop risk management strategies and policies to mitigate identified risks and ensure a proactive approach to risk control.

• Collaborate with leadership and various departments to identify, assess, and prioritize risks.

• Monitor the effectiveness of risk mitigation measures and adjust strategies as necessary.

• Assist with business continuity planning and crisis management.

• Prepare risk-related reports for senior management and recommend improvements in risk policies.

Human Resources:

• Oversee and implement HR programs including onboarding, offboarding. employee engagement, performance management, and retention initiatives.

• Design and deliver training and development programs to enhance employee skills, leadership capacity, and regulatory compliance.

• Evaluate training effectiveness and recommend improvements to support evolving organizational needs.

• Develop and revise HR policies and procedures in accordance with employment laws and best practices.

• Support department heads in succession planning, career development, and team-building initiatives.

• Supervise recruitment processes to attract, hire, and retain qualified talent.

• Administer benefits programs, payroll coordination, and employee leave tracking.

• Provide conflict resolution and guidance on disciplinary processes and employee relations.

• Monitor HR metrics (turnover, training participation, satisfaction surveys) and report findings to leadership.

QUALIFICATIONS:

• Proven experience in both risk management and human resources roles (minimum 5+ years).

• Strong analytical and problem-solving skills.

• Excellent knowledge of HR functions, including recruitment, benefits administration, and employee relations.

• Excellent knowledge with risk management frameworks, compliance regulations, and best practices.

• Strong communication and interpersonal skills, with the ability to collaborate effectively across departments.

• Detail-oriented with the ability to manage multiple tasks and meet deadlines.

• Proficiency in MS Office Suite (Excel, Word, PowerPoint) and HR management software.

• Certification in Risk Management (e.g., CRM, ARM) or HR (e.g., SHRM-CP, PHR) is a plus.

• Strong ethical standards and integrity.

• Ability to maintain confidentiality and handle sensitive information.

• Adaptable and comfortable working in a dynamic, fast-paced environment.

• Proactive with a solution-oriented mindset.

• Excellent organizational skills and attention to detail.

 

PREFERRED QUALIFICATIONS:

• Certification in Risk Management (e.g., CRM, ARM).

• HR certifications such as SHRM-CP or PHR.

 

EDUCATION

• Bachelor’s degree in risk management, Human Resources, Business Administration, or related field.

 

JOB TYPE: FULL-TIME

• Pay Range: $105,000-$130,000
