Technical Program Director - Aviation Standards  

Location: Onsite, Washington, DC  

RTCA, Inc. is a not-for-profit organization that has been at the forefront of aviation standards development since 1935. We collaborate with industry leaders, government organizations, and global stakeholders to develop consensus-based performance standards and guidance materials that enhance aviation safety, security, and efficiency. 

Reporting directly to the Senior Director, Standards and Technologies, the Technical Program Director for RTCA, Inc. will be expected to perform the described functions in support of RTCA members and the delivery of technical performance standards for use by the aviation industry. This role requires strategic and technical skills to lead the development of RTCA’s standards; requiring a broad understanding of aviation systems and regulatory certification frameworks, a proven ability to manage cross-functional teams, and excellent stakeholder engagement skills.

Key Responsibilities  

  • To perform in this position successfully, an individual must be able to perform each essential duty satisfactorily. Lead 5-7 assigned Special Committees in accordance with RTCA Special Committee Guidance and associated Work Instructions Schedule (working meetings and plenary sessions) 
  • In collaboration with members, support the establishment of new RTCA Special Committees and new technical products for development by RTCA Special Committees that support of member needs 
  • Apply technical and/or aviation operational experience to lead to the creation of technical products by assigned special committees 
  • Apply program management principles, concepts, and practices including organizing, planning, scheduling, and coordinating workloads to meet established deadlines or milestones. 
  • Provide hybrid/virtual meeting options to support assigned Special Committees 
  • Support to RTCA communications colleagues relative to RTCA Standards and Technologies work
  • Represent RTCA throughout the industry via attendance and presentation at conferences/forums/workshops 
  • Attend international panels and working meetings and present the status and scope of RTCA initiatives and activities
  • Perform as the focal point for information on Special Committee activities to RTCA members 
  • Attend quarterly Program Management Committee meetings
  • Work collaboratively with RTCA membership team to support membership growth 
  • Work collaboratively with RTCA communications team to support RTCA webinars, summits and similar digital media

Qualifications  

Education and Experience Requirements:  

  • Bachelor’s Degree in an engineering field related to aviation (Aeronautical Engineering, Electrical Engineering or Mechanical Engineering) or operational aspects of aviation (Aeronautics, Aviation, or Aviation Management)
  • 7-10 years of experience in the aviation industry with demonstrated experience in systems development, standards, certification, or regulatory environments. 
  • Minimum 5 years managing cross functional teams to complete complex technical programs 
  • Strong technical background with familiarity in systems engineering, software development, and hardware/software integration 

Knowledge, Skills and Abilities:  

  • Strong proficiency in Microsoft Office 365, especially Word and PowerPoint. 
  • Excellent written and verbal communication skills. 
  • Experience in managing complex projects and leading cross-functional teams. 
  • Experience in one or more of the specialties below: 
  • Certification aspects of operational aviation 
  • Standards Development 
  • Aviation Operations 
  • Engineering Design and Development for Aviation 
  • Engineering Production for Aviation 
  • International Aviation Regulators 

 

Work Environment:

  • The office maintains a business casual dress expectation for day-to-day collaboration, and a business dress expectation for quarterly meetings with external stakeholders. 
  • General hours for this position are 8:00 am to 4:30 pm, Monday through Friday.
  • Hours may vary based on RTCA Special Committee and Program Management Committee meetings, in person or via hybrid connection, at other locations in North America or Europe.
  • Travel, both domestic and international, may be up to 25% of scheduled work hours. 
  • Remote work is possible up to three days a week when not contradicted by responsibilities to support RTCA Special Committees and other meetings 

Compensation and Benefits:  

  • The expected pay range for this role is $140,000 to $160,000 per year and will be commensurate with factors such as relevant experience, skills, and qualifications
